With over a decade of experience advising public and private sector clients, Caroline Bywater is a specialist planning lawyer who advises on all aspects of planning law.
Caroline supports clients on planning issues including s106 agreements and conditions, Community Infrastructure Levy (CIL), planning applications, enforcement matters, appeals and challenges to the High Court.
She typically acts for landowners, developers, and planning authorities and works closely with real estate and corporate colleagues on the planning aspects of transactional matters, giving her an insight into the wider commercial market.
Her recent experience includes drafting and negotiating complex and bespoke s106 agreements to deal with phased developments or the splitting of liability across a site; acting for higher and further education clients in seeking to manage CIL liability; carrying out legal reviews of environmental statements and other application material; and drafting the planning aspects of development and promotion agreements.
